ICS背景:
1998年秋季,法國商業(yè)與銷售聯(lián)盟的成員根據(jù)ILO公約并受SA8000標準的啟示,提出了“社會條款行動(ICS)”。該提案主要針對來源國家中制造非食品消費產(chǎn)品的直接供應(yīng)商。從一開始,ICS方案就使用了附有等級體系的統(tǒng)一審核調(diào)查卷、并有系統(tǒng)地利用外部的獨立審核公司。同時,ICS已經(jīng)向其他法國零售商開放,并進行了許多審核,受到全球最大的社會貿(mào)易機構(gòu)的關(guān)注而不斷完善。
ICS規(guī)范和目標:
如在ICS規(guī)范中所述,ICS方案的目標是促進和支持所有與社會、健康/安全相關(guān)的持續(xù)改進,內(nèi)容涉及到供應(yīng)ICS成員工廠的全面工作條件。ICS規(guī)范解釋了對ICS成員的核心要求,而在成員本身自由遵循的“行業(yè)操守”可規(guī)定額外或改進性條款。由ICS成員發(fā)起的所有審核的主要結(jié)論將被登記到ICS的數(shù)據(jù)庫中,并在ICS成員中進行資源共享,以避免不必要的重復(fù)審核。
ICS結(jié)構(gòu):
原則上,所有ICS成員公司的代表每兩個月見面一次,以共同跟進ICS提案在全球執(zhí)行的步伐和決定發(fā)展的舉措。ICS常任秘書處負責(zé)處理所有組織和協(xié)調(diào)方面的事務(wù)。
成員承諾
根據(jù)權(quán)責(zé)義務(wù)規(guī)章的規(guī)定,ICS成員促進ICS方案的實施并遵守已建立的規(guī)則。為了監(jiān)督審核結(jié)論和帶動來源國家工作條件的持續(xù)改善,基本的信息是共享的。
